For more than three decades, Robert B. Naylor has operated at the intersection of technology, leadership, cybersecurity, privacy, governance, innovation, public trust, and organizational transformation. Throughout his career, Robert has repeatedly been entrusted with leading complex organizations, solving difficult challenges, modernizing large-scale technology environments, strengthening cybersecurity and privacy programs, improving operational effectiveness, and identifying opportunities hidden within highly complex systems. Robert served as Chief Information Officer (CIO) of the Federal Communications Commission (FCC) and Chief Information Officer and Chief Privacy Officer (CIO/CPO) of the U.S. Small Business Administration (SBA). As a Presidential Appointee and Senior Executive Service (SES) leader, he participated in federal initiatives involving technology modernization, cybersecurity, privacy, governance, workforce transformation, and strategic innovation. His work extended across numerous federal agencies, senior government leadership teams, White House science and technology initiatives, Federal CIO Council activities, cybersecurity working groups, and collaboration with organizations throughout the Intelligence Community and broader national security ecosystem.
Beyond government service, Robert founded and led technology ventures serving commercial, public-sector, and international clients, including cybersecurity consulting, enterprise transformation, information governance, privacy strategy, data analytics, organizational modernization, and emerging technology adoption across diverse industries and geographies.
Throughout his career, Robert has consistently focused on identifying non-obvious opportunities hidden within complex environments; whether modernizing federal agencies, developing cybersecurity strategies, improving organizational performance, supporting disability advocacy, or exploring emerging forms of human-AI interaction, his approach has remained remarkably consistent: observe carefully, challenge assumptions, recognize patterns, build bridges, and create meaningful outcomes.
His leadership experience extends well beyond technology, including serving as Commodore of the Chesapeake Bay Yacht Clubs Association (CBYCA), representing more than 100 yacht and boating organizations and over 50,000 recreational boaters across the Chesapeake Bay region, including Pennsylvania, New Jersey, Delaware, Maryland, Virginia, and Washington, D.C., a role requiring strategic leadership, stakeholder coordination, governance oversight, consensus building, and stewardship.
